As a result of the Soham report, the government is introducing new legislation in 2009 to protect children and vulnerable adults from abuse by those who care for them.
But a system already exists. Why does it need changing?

Commissioned by the Home Office, the film was aimed at a wide audience from headteachers to nurses; prison officers to GPs. It uses actors to convey the stories of real people who have slipped through the net of protection.
